In dem Band wird die langfristige Entwicklung der Rolle des Staates in der Kontrolle und Bereitstellung von Kommunikationsstrukturen analysiert. Der Kommunikationssektor erstreckt sich dabei von der Briefpost über Telefon und Telegraf bis zu modernen Formen der Computerkommunikation. Obwohl nicht alle Kommunikationssysteme verstaatlicht wurden, spielte der Staat in den meisten Ländern langfristig doch eine vorherrschende Rolle. Seit den 80er Jahren sind diese institutionellen Strukturen fast überall in einem tiefgreifenden Wandel begriffen. Es wird gezeigt, warum diese Transformation in den 70er Jahren in den USA begann und warum diese sich danach in der gesamten industrialisierten Welt verbreitet hat.
