A mix of truth & fiction surrounding the Cuban missile crisis in 1962. A good reminder that our Presidents aren't as powerful as we'd like to believe when it comes time to lay blame.

Stephen L. Carter is the William Nelson Cromwell Professor of Law at Yale University, where he has taught since 1982. He is also the author of seven books of nonfiction.
