Yayasan Hutan Biru (YHB) mulai pertama kali menerapkan pendekatan Ecological Mangrove Rehabilitation (EMR) di Indonesia pada 2003 di Tiwoho, Sulawesi Utara dan berlanjut ke berbagai wilayah mangrove terdegradasi lainnya. Pendekatan rehabilitasi mangrove ini diimplementasikan melalui inisiasi Benjamin Brown Ph.D, salah satu pendiri YHB, bersama lembaga Perkumpulan Mangrove Action Project-Indonesia, bentuk kelembagaan YHB di tahun 2000-an, dan Dr. Rignolda Djamaluddin, M.Sc dari Yayasan Kelola dan Universitas Sam Ratulangi, Manado, Sulawesi Utara.
