Penegakan etika penyelenggara negara mutlak harus dilakukan untuk mencegah agar pejabat yang bersangkutan tidak melakukan pelanggaran hukum yang bisa menimbulkan kerugian negara (korupsi). Menegakkan hukum, berbeda dengan menegakkan etika, karena menegakkan etika, tidak harus menunggu sampai ada perbuatan melanggar hukum.
Oleh karena itulah diperlukan rumusan kode etik yang mengikat bagi setiap penyelenggara negara, dan rumusan etika penyelenggara negara tersebut tidak dirumuskan sendiri oleh lembaga-lembaga penyelenggara negara yang cenderung eksklusif.
