Der erste von zwei Teilbänden der Verfassungsdokumente Italiens und Maltas 1787–1850 enthält die 15 nationalen italienischen Verfassungen und Verfassungsentwürfe dieser Zeit, von den "Basi costituzionali del rinascente Impero Romano" von 1814 bis hin zu dem "Progetto del Congresso Nazionale per la Confederazione Italiana" von 1848. Die in diesem Band ebenfalls im geographischen Alphabet aufgeführten 53 regionalen Verfassungen (von Ancona bis Lucca) dokumentieren vor allem die in der Folge der französischen Invasion Norditaliens aufkeimenden republikanischen Bestrebungen (z.B. "Costituzione della Repubblica Ligure" von 1797), die politischen Folgen der Napoleonischen Epoche ("Proclamation du Royaume d’Italie / Proclamazione del Regno d’Italia" von 1805) und der Restauration 1814/15, wie für Genua der "Ristabilimento della Costituzione degli Stati Genovesi" (1814).
