Almost any economist will agree that education plays a key role in determining a country’s economic growth and standard of living, but what we know about education policy in developing countries is remarkably incomplete and scattered over decades and across publications. Paul Glewwe is professor in the department of applied economics at the University of Minnesota and for thirteen years before that was a research economist at the World Bank. He is the author or coeditor of several books, most recently Economic Growth, Poverty, and Household Welfare in Vietnam.
