The book describes the scale, benefits and costs of military research and development. It discusses the process of converting military R&D to civilian applications, and examines specific opportunities for, and obstacles to, conversion in the USA, Russia, France, Germany, and the UK. Among a number of case studies, senior scientists from US and Russian nuclear weapons laboratories debate the futures for these massive complexes. Looking to the future, the dual military/civilian nature of technology is discussed.

JUDITH REPPY is Professor in the Department of Science and Technology Studies at Cornell University and Associate Director of Cornell's Peace Studies Program. She has written extensively on issues of military R&D, economic conversion policy and technology policy, including The Genesis Of New Weapons (1980), and The Relations Between Defence and Civil Technologies (1988).

JOSEPH ROTBLAT is Emeritus Professor of Physics at the University of London, and President Emeritus of the Pugwash Conferences on Science and World Affairs, of which he is co-founder. He is also a Fellow of the Royal Society, and 1995 Nobel Peace Prize Laureate.

JOHN HOLDREN is the Teresa and John Heinz Professor of Environmental Policy and Director of the Program of Science, Technology and Public Policy at the John F Kennedy School of Government, Harvard University. He is a member of President Clinton's Committee of Advisors on Science and Technology.

VSEVOLOD AVDUYEVSKY is a leading scientist in the field of rocket and space technology. He has more than 40 years experience in development and systems analysis of rocket and space systems. He is President of the Russian Society for Promoting Conversion.
