जेल में 464 क़ैदी इसकी देखरख में काम करते थे । इस महाशय ने पूरे 21 माफ़ीनामें अंग्रेजो को लिखे और वो सभी माफ़ीनामे अपने खुद के लिये थे। 464 कैदियों में से और किसी के भी नाम माफ़ीनामे में नहीँ थे, बल्कि सावरकर खुद रिहा होना चाहता था।
